my model 19 code 126 is missing resistor 20 2900 ohm resistor that accross the shadow meter and the shadow meter is 700 ohms were any model 19 code 126 made that way or is the resistor just missing?

Unless the shadowmeter was replaced with a late 1936 type shadowmeter (with a thumbscrew in back) which requires no parallel resistor, then I would say that your resistor is just missing.
