Philco 37-11 Automatic dial muting problem

Hello all,
I’ve been working on this Philco 37-11 and have come up against a problem. According to the service updates, the connection from the muting switch on the automatic tuning dial has to be moved from the center (wiper) lug of the volume control to the one connected to part 58 (opposite the ground). When I connect it there, the muting switch doesn’t work (it only gets a little quieter). I connected it to where it was supposed to be (the center lug) and it works but the set is super loud and has no volume control.  Is there somewhere else I can connect the muting switch (which is just a momentary connection to ground) to make it work properly? What am I missing?

When you push in the arm in it thru the switch contact grounds the audio signal coming out of the volume control wiper. Check the resistance  from the switch to ground, should be 0 when switch is closed. Also check the resistance from the ground end of the volume control  to ground, again should be 0.
