37-620 Mystery Part - Value?

Leave it alone, since a wire-wound resistor rarely will change in value.
That color code is for a 1/2W. 200 ohm part. If it is original to the set, then leave it.

Philco liked flexible resistors, but did not use them long in production.

By the way, your Model 37-620 had many production and code version changes published.
One of the Production Changes addresses the resistor value discrepancy you found. 200 ohms is correct.
