Philco Deluuxe 95 B+ block rebuild

I have rebuilt Philco bakelite blocks before but this on this model 95 it appears the B+ block is a giant bakelite block with a metal case instead of bakelite. Is this the case and if I remove the metal cover it will be one block of tar mess?? Second question this has some funky looking caps, is it possible to drill out the middle of these early caps (killing the cap) and putting a regular cap in the middle and seal it up with wax and soldering the leads to the the existing terminals?
