Thanks so much for the feedback and ideas. I took out the tube and took another picture. If you look at the phenolic spacer strip in the middle of the moving fins, you can see that they actually over hang on either side. I did not notice any other capacitors related to the oscillator coil - but I will double check. Maybe I should add some !

The dial does track normally from fully closed to fully open, so it is not a case of the needle just being mis-aligned.
