40-216 volume control motor

My 40-216 volume control motor just hums/buzzes. Removed and it spins freely. I have gone over everything in its control circuit. The caps and resistors are good, the trans winding resistance is dead on. Though it's putting out 28.5v at 115v, 29.7v out at line voltage. Philco parts says 21.4v out at 115v, but I don't think that's what's causing it not to work. The 2 sets of motor windings resistance match. Both at 12.9 ohms. Did a bench set up to test the motor and after a few power ups it started to turn, but slowly. It got hot so did the cap. I'm at a lose. I don't know the specs of the motor winding resistance, as said the 2 sets match. But it could be the problem.  Has any one run into this before?

The windings look pretty good. Are there scraping marks on the armature or the inside of the field. I have seen where the bearings are worn or off center and spin freely when off but when powered up the armature is pulled to the side and is jammed.
